<br />. <br /> <br />The city of Fort Collins has a special ordinance which requires <br /> <br /> <br />regulation of flood plain land use. Fort Collins also has an ongoing <br /> <br /> <br />program for acquiring flood plain lands for public use activities such <br /> <br /> <br />as parks and recreation fields. <br /> <br />Larimer County has enacted flood plain regulations to supplement <br /> <br /> <br />its zoning ordinance. The regulation defines allowable land uses in a <br /> <br />"Floodway District" and a "Flood Fringe District." Structures for <br /> <br /> <br />human habitation are prohibited in the "Floodway District." All <br /> <br /> <br />structures constructed in the "Flood Fringe District" must be above the <br /> <br /> <br />regulatory flood elevation. <br /> <br />Weld CDunty flood plain land use regulations include different <br /> <br /> <br />restrictions for a defined "floodway", "low hazard district", and <br /> <br /> <br />"flood prone tracts". Structures are not allowed in the "floodway" but <br /> <br /> <br />may be constructed in the "low hazard district" with special restric- <br /> <br /> <br />tions. Special studies are required by the developer of "flood prone <br /> <br /> <br />tracts" to identify hazards the development may impose. County <br /> <br /> <br />subdivision regulations require the construction of detention ponds <br /> <br /> <br />in areas of new development to assure that develDpment will not <br /> <br /> <br />increase runoff. <br /> <br />FLOOD FIGHTING AND EMERGENCY EVACUATION <br /> <br />Emergency actions in the event of a flood in the study reach are <br /> <br /> <br />coordinated through the Civil Defense offices in Larimer County and in <br /> <br /> <br />Weld County. These offices coordinate general disaster activities. <br /> <br />The Denver Weather Service Forecast Office (WSFO) of the National <br /> <br /> <br />Weather Service (NWS) , under the National Oceanic and Atmospheric <br /> <br />Administration (NOAA), provides general flash-flood warnings. <br /> <br />. <br /> <br />13 <br />
