The FC&CE program is financed by appropriation 96X3125 and is
authorized by Public Law (PL) 84-99, as amended. These reports are also authorized under the
Flood Plain Management Services (FPMS) Program under Section 206, 1960 Flood Control Act,
PL 86-645. The program is financed by the General Investigations appropriation 96X3121. This
report was prepared under the FPMS program in response to a request for technical support from
the Colorado Water Conservation Board.

SCOPE OF REPORT

This report provides a description of the flooding experienced along the Arkansas River and its
main tributaries south of Pueblo to Las Animas between April 29 and May 2, 1999. An
evaluation of the flood damages sustained and prevented is provided. Current flood management
systems are described and their performance is evaluated. A review of past flood history is also
provided. The report also contains recommendations for future study of flood management
system improvements based on a cursory evaluation of areas at risk and potential for significant
flood damages. Environmental factors that could influence future flood management system
improvements are provided in an appendix to this report.

Post Flood Assessment Report

3

Chapter 1 - Introduction
Draft Revised 01/05/01
