.

before they will be approved.7 (See Exhibits 6 and 7 for Santa
Barbara and Orange counties landscape guidelines). The city of
Claremont is replanting all its medians with drought resistant
plants and sponsors a water conservation week. Santa Cruz also

~

has extensive regulations concerning exterior water use.
Exhibit 8).

(See

Businesses have also become involved in

conservation. Mission Viejo Corporation has hired a water

resource management administrator and set up guidelines for

landscape contractors to reduce water use, including requiring a

gray water system in conjunction with a regular domestic water

system. If the contractor violates any of the guidelines, he

must justify them to the company.8 Landscape irrigation is the

heaviest in peak summer months. Most water systems are geared to

that period. If the need for water can be cut during the summer,

then water systems can be built to operate on a smaller scale

than they are presently.

~

C. commercial and Industrial Use

Water use by commercial and industrial interests

has dropped drastically since the enactment of the Federal Water

Pollution Control Act. With this incentive, there seems not to

have been as great a need for the state government to deal with

these interests. Meter loan programs are available to businesses

making it possible to check their water systems to pinpoint

problems and increase overall efficiency. The Los Angeles

Department of Water and Power uses meter loans as part of its

I:

-4-
