<br />C1'Notw'ithstanding any other. provision of the, law to the contrary, any public entity which supplies
<br />water at retail for the benefit of the inhabitants therein may, by ordinance or resolution adopted by a
<br />majority of the members of the governing body thereof after holding a public hearing upon notice
<br />thereof and making appropriate findings of necessity therefor, adopt and enforce a water conserva.
<br />tion program to reduce the quantity of water used by the inhabitants therein for the purpose of
<br />. coDSeC'o'ing the water supplies of such public entity. Such ordinance or resolution may, for other
<br />than agricultural uses, specifically require the installation of water-saving devices which are
<br />- designed to reduce water consumption. For the purposes of this section, "public entity" means a
<br />city, county, district, agency, or any other political subdivision of the state.

<br />~ 376. Ordinances or resolutions; effective date; publication or posting
<br />
<br />Anj' ordinance or resolution adopted pursuant to Section 375 is effective upon adoption. Within 10
<br />days after its adoption, the ordinance or resolution shall be published pursuant to Section 6061 of the
<br />Gov~rnment Code in fun in a newspaper of general circulation which is printed, published, and
<br />circulated in the district. If there is no such newspaper th~ ordinance or resolution shall be posted
<br />within 10 days after its adoption in three public places within the district.

<br />From and after the publication or posting of any ordinance or resolution pursuant to Section 376,
<br />violation of a requirement of a water conservation program adopted pursuant to Section '376 is a -
<br />misdemeanor. Upon conviction thereof such ~rson shall be punished by imprisonment in the county
<br />jail for not more than 30 days. or by fine not exceeding one thousand dollars ($1,000), or by both. ::.

<br />The Legislature hereby finds and declares as follows:
<br />(a) The various regions of the state differ widely in the availability of water supplies and in th.!
<br />need for water to mee~ beneficial uses. j
<br />(b) Decisions regarding operations to meet water n.eeds can depend in part upon regional diffe~
<br />ences.
