<br />Approximate Floodplains and in the V,S. Geological Survey publication Techniques For <br />Estimating Regional Flood Characteristics of Small Rural Watersheds in the Plains Region <br />of Eastern Colorado are appropriate for designation and approval of approximate floodplain <br />information and for use in simple floodplain analyses for development such as open space, <br />agriculture, farm bridges, pole bams and individual single residential structures, but that the <br />methodology is not appropriate for development involving residential subdivisions greater than <br />50 lots or occurring on sites greater than 5 acres, commercial construction, industrial <br />construction, construction of public transportation facilities or construction of flood control <br />activities; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board <br />in regular meeting assembled in Denver, Colorado, this 13th day of March, 1996, that it does <br />hereby designate and approve as storm or floodwater runoff channels or basins those streams <br />described by detailed floodplain information in said new report, as listed in Tables 2 and 3, for <br />unincorporated areas of Pueblo County, dated September 29, 1989; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate and approve as <br />storm or floodwater runoff channels or basins those streams within the unincorporated areas of <br />Pueblo County, as listed in Table 1, described by approximate floodplain information in said <br />new report, dated September 29, 1989, that meet the criteria for the regression equations for <br />Arkansas River Basin Subregion Ark-I, QllMl = 1564.98 * (A)0539; Subregion Ark-3, QllMl = <br />1089.27 * (A)O,635; Subregion Ark-4b, QllMl = 3089.12 + 198.56(A) ; and Subregion Ark-6, QllMl <br />= 45.98 * (A)o.717, where Q100 is the l00-year peak flow in cubic feet per second and A is the <br />upstream (contributing) drainage area in square miles, as set forth in the Guidelines for <br />Detennining 100-Year Flood Flows for Approximate Floodplains, contingent upon the <br />understanding that Pueblo County will regulate the approximate floodplains on a case-by-case <br />basis subject to a detailed hydrologic and hydraulic analysis performed by a professional <br />engineer, in accordance with the determinations of the Colorado Water Conservation Board <br />regarding the applicability of the Guidelines for Detennining 100-Year Flood Flows for <br />Approximate Floodplains; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate and approve as <br />storm or floodwater runoff channels or basins within the unincorporated portions of Pueblo <br />County, as listed in Table 1, described by approximate floodplain information in said new report <br />dated September 29, 1989, that do not meet the regression equation criteria for Arkansas River <br />Basin Subregions Ark-I, Ark-3, Ark-4b, and Ark-6, as set forth in the Guidelines for <br />Detennining 100- Year Flood Flows for Approximate Floodplains, contingent upon the <br />understanding that Pueblo County will regulate those approximate floodplains on a case-by-case <br />basis subject to a detailed hydrologic and hydraulic analysis performed by a professional <br />engineer; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the Board of County Commissioners of Pueblo County; the <br />City of Pueblo; the Town of Boone; the Town of Rye; the Colorado Office of Emergency <br /> <br />7 <br />
