Adams <br />August 28, 1979 <br />Page two <br /> <br />The streams sltudied in the Flood Insurance study have been <br />previously designated, but the base flood elevations have been <br />significantly revised, and it will be necessary fOr the BOard to <br />redesignate the lOa-year water surface elevations befOre the Flood <br />Insurance Rate Haps can become effective. We will advise you at <br />the appropriate time of the steps that Breckenridge will have to <br />take to have the base flood elevations redesignated. <br /> <br />Two important, differences between the previous study and the <br />FIA Study should be considered in your review and in the enfOrce- <br />ment of local floodplain management regulations. These are: <br /> <br />1. The FIA study assumes that all culverts and bridges will <br />remain open, while the previous study considered them blocked <br />with debris. It is almost certain that during a major flood <br />some of the culverts will become plugged with debris and that <br />the floodplain limits and flood depths will be greater than <br />those shown in the FIA study. <br /> <br />2. .rhe FIA has computed and delineated a Ploodway-Floodfr inge <br />for t~e study streams. Development is premitted by the PIA <br />in the Floodfringe area. Before any building permits are <br />issued, however, a careful site analysis should be made to <br />ensure that new structClres do not block the flow pattern and <br />cause additional drainage and flooding prOblems.
