, ,

ATTACHMENT A

".

DETAILED EXPLANATION:

The Flood Insurance Study for the Town of Breckenridge has been
delayed because of alterations to floodplain topography in several
locations which affects flood elevations and flood boundaries as
published in the existing report, Breckenridge Flood Plain Inform-
ation, 1975.

Robert Shaw, Federal Insurance Administration CCO for Breckenridge,
visited the site with Tom Stone and Pat Mulhern of Gingery Associates,
on June 9, 1978. A brief tour of the floodplain showed three (3)
areas of altered topography which collectively extend along 25 percent
of the Blue River stream length within the corporate limits. These
were obvious areas of channel cut and fill; further changes may
be revealed by detailed cross-sectioning. In addition, construction
activity was noted within the floodplain boundary.

The conclusion during this visit was that the floodplain information
on the Blue River through Breckenridge no longer reflects current
floodplain elevations and floodplain boundaries. Since the RFP for
this contract, H-4549, indicates use of the existing floodplain report
except in areas impacted by construction of new street crossings,
the special problem of providing the Town of Breckenridge \0' i U,
current information for their Flood Insurance Study should be
addressed.
