The Ch1ef
of Engineers oonours ill the views and recOllllllendat1.ons of the Board.

2. 'l:he State of Colorado is vite.lly interested in the wel-
tare and development 01' the Arkansas River Basin, and pys that so-
lutions of the 1nter--related problellls of flood oontrol and _ter oon..
servation require that cond.deration be given to all the prinoips.l
tt'ibutaries of the At'lcansas River in Colore.do, 01' Whioh the Huerfano
River h but one. In each of tne prineipal tributaries there e.re
periodio floods of damaging ma.gn.itude. Reservoirs are Meded on each
tributary to oontro1 1'loods and oonserve water tor irrigation pur--
poses. Such tributary reservoirs are neoessary, not only for tho prow
teotion and benetit of lands and property 10eatede.long the tributary
atreaDlS, as reoognized ll.ud evaluated in the Survey Report on Huet'fano
Rivet', but they are essential, also, for the protection and development
of lands' and property e.long the ma.in channel of the Arkanll8.s River in
Colorado. The 1'loods whioh damage and threaten to destrQ1 the highly
valuable bottom lands along the lDain Arkansaa River, and the irrigation
8YstlllJl/l.. to'Wns and 'Other property looated on SUQh lands; originate in
the tributariea. and IIlI.\st be oontt'olled by rese"01rs in the tribut!U'f
valleys.

3. It appears that, subsequent to the prepare.tion of the
Survey Report on Huerfano River. ColoradO, the iVaI." Department, Corps
of Engineers, has reoognized the need for investigations basin~de in
soope, and for a broader and 0011eo'l;1ve approaoh to the problellls ot
flood oontrol and water oonse"ation in the Arkansas River Basin in
Colorado. On Maroh 6, 1945 the State of Colorado was advised by the
Distriot Engineer. U. S. Engineer Otfioe, Albuquerque, New Mexico,
that a Review Report oovering the ArkanSaS River and tributaries in
Coloradowaa in prepare.tion in that otriee, and that said Review Re-
port Will be of wider scope, and will eover the Huertana River and all
other pr1noipe.l tributaries, as well as the lIUl.in.A!'lcansas River in
Colorado. In view of the proposed basinwwide Review Report, the State
of Colorado questions the neoessity of presenting to Congress at this
time the preliminary eX8.lllh1ation and survey report on the Huel'fano
River. Colorado.

4. However, in the event the War Department eleets to trans-
lIlit its Survey Report on Huerfano River to Congress tor publioation.
the State of Colorado lIlI.\at disagree with its oonclusions, with respeot
to eoonomio justifioation, and objeot to its recommsndations against
any authot'ization of possible streelll improvements. The State of Colo-
rado respeottully reoommends that the oonolusions and reoommsndations
of the Survey Report on the Huer1'ano River be qualified in aooordanoe
with the Ileparate and isolated ohaIoaoter of the investigations on whioh
