Vivian. Governor of Colorado. for the in- <br />formation of the State of Colorado. In your letter of transmittal <br />you request that the written views and reoommendations of Colorado <br />be submitted to the Chief of Engineers on or before May 20, 1945, in <br />order that they, together with the Survey Report on Huerfano River; <br />Colorado. may be transmitted to Congress. . '.' <br />. , <br />1. Colorado notes. from the Survey Report on Huerfano Ri- <br />ver, that several plans of improvement for flood proteotion and water <br />oonservation were investigated by the District Eng1li.eer, who states <br />that the one Of'fel'ing the greatest eoonomio justification involves <br />the oonstruotion of' a dam. and 1'6servolr near !.fustang. Colorado. about <br />l14.5 miles upstream. from the mouth of the Huer.f'ano River. The Lfi.lstang <br />dam. would be a ooncrete gravity-otype' struoture 171 feet high, with an <br />ungatedoverflow spillway of oapaoity 209.000 oubio feet per seoond, <br />whiohwould oreate a reservoir with a oapaoity to the spill~ level <br />of' 62.500 aore feet, of whioh 20.000 aore teet would be unavailable <br />for release, and 42,500 aorefeet would be available for water oon- <br />servation and irrigation storage. The Distriot Engineer estimates <br />the first ooat of the !.fustang projeot at $2,609,300. the oarrying <br />oharges at $127,600 annually, and the flood oontrol and irrigation <br />benefits at 056,970 annually. He oonoludes that, sinoethe annual <br />benefits are but 45 peroent of the annual oosts, the :\Jnproveme:nt is . <br />not eoonomioally justified. and reoommends1:hat no stream. imJ;lrovement <br />projeot on the Huerf'ano River be authorized at 1:he present time.
