Coloratlo F10tJd Hazard Mitigation Plan (4IJI) <br /> <br />e <br /> <br />Floodplain Information Reports and 11 Special Flood <br />Hazard Information Reports in Colorado. <br /> <br />The Sacramento District initiated a study in 1984 to <br />delineate the 100-year floodplain on the Colorado <br />River from Glenwood Springs to DeBeque Canyon. <br />The Omaha District is conducting two flood hazard <br />studies in the South Platte River Basin in response to <br />local requests during 1984, <br /> <br />Permit Authority <br /> <br />The corps, by law has the authority to issue Section 10 <br />permits to cover construction, excavation and other <br />related work in or over navigable waterways and <br />Section 404 permits covering the discharge of dredged <br />or fill material in all waters of the U.S. and adjacent <br />wetlands. <br /> <br />3.2.4.4 U.S. Department of Commerce <br /> <br />3.2.4.4.1 National Weather Service <br /> <br />The National Weather Service is responsible for 36-48 <br />hour weather forecasting, issuing severe weather <br />warnings and watches, flash flood warnings and <br />watches, and flood wamings. <br /> <br />e <br /> <br />3.2.4.5 <br />3.2.4.5.1 <br /> <br />U.S. Department of Transportation <br /> <br />Federal Highway <br />Administration <br /> <br />The Federal Highway Administration provides highway <br />construction grants to the slates and directs federal <br />highway construction appropriations. It ensures that <br />the construction and maintenance of highways buill <br />with federal aid complies with existing regulations and <br />directives. These regulations provide for the flooding <br />of roadway embankments and bridge structures lo- <br />cated in floodplains. This agency is also concerned <br />with stream channel changes in /Ural areas and deten- <br />tion facilities in urban areas, which affect highway <br />routes. The design of its bridge projects occasionally <br />involves nlShaping channels for short distances up- <br />stream and downstream. The agency is involved with <br />debris removal and erosion control during the con- <br />struction stage, as well as channel cleaning as part of <br />the maintenance of its projects. The Federal Highway <br />Administration also provides funds to aid in the cost of <br />maintaining traffic and rebuilding flood damaged high- <br />way facilities on the federal aid system when such <br />work is beyond the financial capability of the owner of <br />the highway. It will also assist in surveying roadway <br />damage in flood stricken areas. <br /> <br />e <br /> <br />3.2.4,6 <br />3,2.4.6.1 <br /> <br />U.S. Department of the Interior <br />U.S. Bureau of Reclamation <br /> <br />The U.S. Bureau of Reciamation administers the fed- <br />eral program in westem slates for water resource <br />development and use, which provides multiple pur- <br />pose projects furnishing fish and wildlife protection <br />and recreation opportunities, water for farm irrigation, <br />municipal, and industrial use, hydroelectric power, <br />flood control, and other natural resource conservation <br />benefits. The program was established by the Recla- <br />mation Act of Congress in 1902. <br /> <br />3.2.4.6,2 U,S. Geological Survey <br /> <br />Congress established the U.S. Geological Survey on <br />March 3, 1879, to classify' public lands and examine <br />the geological structure, mineral resources, and prod- <br />ucts of the country. Over the years, other congres- <br />sional acts have enlarged its duties and functions to <br />include making geological and topographic maps, <br />gauging streams, and determining water supplies of <br />the United Stales. The survey can assist communities <br />and slate agencies in collecting, developing, and com- <br />puting basic data and information for floodplain engi- <br />neering studies and investigations. <br /> <br />Information available from the U.S. Geological Survey <br />includes records of water gauge heights, discharge <br />runoff, times of travel, sediment discharge, historic <br />flood peaks, and inundated areas. Reports of magni- <br />tude, frequency, and duration of flood flows are also <br />kept. Flood prone areas subject to inundation by <br />floods of approximately the 100-year frequency have <br />been delineated on topographic maps for selected <br />areas within Colorado and can be obtained through <br />this agency. <br /> <br />3.2.4.6.3 U,S. Bureau of Land Management <br /> <br />The Bureau of Land Management has district offices <br />located in the 11 western slates and Alaska which are <br />involved in land use planning for public lands. Each <br />district office maintains a file of floodplain maps that <br />are available for public inspection. <br /> <br />3.2.4.7 <br /> <br />National Park Service <br /> <br />The National Park Service is responsible for flood <br />hazard mitigation in the following areas in Colorado: <br /> <br />.
