Its activities in Colorado include watershed <br />protection and flood protection projects, Floodplain <br />Management Studies, Resource Conservation and De- <br />velopment, Emergency Watershed Protection, Con- <br />servation Technical Assistance, soil surveys, snow <br />surveys and water supply forecasting. <br /> <br />Watershed ProleGtion and Flood Prevention <br /> <br />The Watershed Protection and Flood Protection Act <br />(Public Law 83-566) authorizes NRCS to provide tech- <br />nical and financial assistance to local organizations to <br />plan and install works of improvement for watershed <br />protection, flood prevention, agricultural water man- <br />agement and other approved purposes. The flood <br />control projects completed in Colorado listed below <br />are described in more detail in the "Colorado River <br />Basin and Watershed Summary" which is available <br />from the NRCS: <br /> <br />. Big Sandy Watershed Project <br /> <br />. Box Elder Creek Watershed Project <br /> <br />. Canon Watershed Project <br /> <br />. Coalbank Creek Watershed Project <br /> <br />. Crooked Arroyo Watershed Project <br /> <br />. Fishers Peak-Carbon Arroyos Watershed Project <br /> <br />. Franktown-Parker Tributaries of Cherry Creek Wa- <br />tershed Project <br /> <br />. Indian Wash Watershed Project <br /> <br />. Kiowa Creek Pilot Watershed Project <br /> <br />. Limon Watershed Project <br /> <br />. Pine River Watershed Project <br /> <br />. Roatcap Wash Watershed Project <br /> <br />. Sedgwick-Sand Draws Watershed Project <br /> <br />. West Cherry Creek Watershed Project <br /> <br />. Wray Watershed Project <br /> <br />Floodplain Management Studies <br /> <br />e <br /> <br />e <br /> <br />The Soil Conservation Service provides assistance for <br />cooperative floodplain management studies to local <br />communities or units of govemment The objective of <br />these studies is to provide information and large-scale <br />mapping needed in alleviating potential flood dangers. <br />The studies are conducted on a priority basis through <br />the Colorado Water Conservation Board. The cooper- <br />ative studies require financial assistance from partici- <br />pating communities and the state to be at least 20 <br />percent of the direct study costs. The final product <br />includes a comprehensive report with detailed map- <br />ping and information to be used in implementing <br />effective floodplain management programs. Authority <br />for floodplain analyses is provided by Section 6 of <br />Public Law 83-566. <br /> <br />The following Flood Hazard Analyses have been com- <br />pleted by the NRCS Colorado: <br /> <br />. BoxeJder Creek near Wellington, Larimer County <br />. Big Sandy Creek at Limon, Lincoln County <br /> <br />. South Fork of the Rio Grande and the Rio Grande <br />near South Fork Colorado, Alamosa County <br />. Chalk Creek, Chaffee County <br /> <br />. Cottonwood Creek near Buena Vista, Chaffee <br />County <br /> <br />. San Juan River and McCabe Creek near Pagosa <br />Springs <br /> <br />. Coal Creek and Rock Creek, Boulder and Weld <br />Counties <br /> <br />. Jimmy Camp Creek and Tribuiaries, EI Paso <br />County <br /> <br />. Sand Creek near Colorado Springs, EI Paso County <br /> <br />The following Flood Insurance studies were completed <br />by the NRCS under contract to the Federal Insurance <br />Administration: <br /> <br />. City of Louisville, Boulder County <br /> <br />. Boulder County Unincorporated Areas <br /> <br />. City of Englewood, Arapahoe County <br /> <br />, Resource Conservation and Development <br /> <br />, <br /> <br />NRCS administers the Resource Conservation and <br />Development Program (RC&D) authorized under PL <br />88-703 section 102 of the Food and Agriculture Act of <br />1962. Under this program, technical and financial <br />assistance is available to groups within the five autho- <br />rized RC&D areas in Colorado for installation of flood <br />prevention measures. Assistance can be provided for <br />control of erosion on critical eroding areas, flood <br />damage reduction, recreation developments, fish and <br />wildlffe developments, water supply developments, <br />and, water quality improvement Funding for this <br />program is, however, quite limited. <br /> <br />Emergency Watershed P, ut>.<J:ion <br /> <br />Funding is authorized under Sections 403-405 of the <br />Agricuttural Credit Act of 1978, for NRCS to provide <br />emergency watershed protection assistance. This <br />assistance is provided to reduce hazards to life and <br />property in watersheds damaged by severe natural <br />events. <br /> <br />Conservation Technical Assistance <br /> <br />In addition to the specific program activities, NRCS <br />can provide technical assistance under PL 74-46 to <br />land users in the planning and application of conserva- <br />tion treatments to control erosion and reduce up- <br />stream flooding along with other purposes (sediment <br />reduction), <br /> <br />FH/IIP-CIJoptw-3.pub <br /> <br />CINIpIer 3 - 21 <br /> <br />1/28/9610:51 PM <br />
