<br />1998 - Colorado FIootJ Hazard MitigatitJD PIaD (4091 <br /> <br />e <br /> <br />drainage reports for developments located along ma- <br />jor drainageways. <br /> <br />The district also requires that the designs for new flood <br />control facilities to be constructed by others be ap- <br />proved by the district in order for the facilrties to be <br />eligible for district maintenance assistance. <br /> <br />District Conference & Sem inars <br /> <br />From time to time, the district sponsors conferences, <br />seminars, and meetings to further the knowledge and <br />expertise of the participants. Conferences and semi- <br />nars are held as the need arises. <br /> <br />e <br /> <br />District Publications <br /> <br />In addition to master plan and flood hazard area <br />delineation reports, the district publishes many other <br />kinds of information. The district is responsible for the <br />publication, revision, and distribution of the "Urban <br />storm Drainage Criteria Manual." This manual, which <br />was originally completed by the Denver Regional <br />Council of Governments, is probably the most widely <br />used drainage criteria manual in the wortd. <br /> <br />Several types of publications are utilized to dissemi- <br />nate flood hazard information to the general public. <br />Floodplain information maps are prepared which show <br />the 100-year floodplain for each drainageway, which <br />has been studied in detail by the Corps of Engineers or <br />the district. These maps are distributed to all local <br />govemments with the request that they be displayed in <br />a Iocalion where interested citizens can look at them. <br /> <br />other publications include a study of the economic, <br />legal and financial aspects of drainage and a fIood- <br />waming guide for Front Range communrties. <br /> <br />The district maintains a library devoted to publications <br />related to drainage and flood control. The library is <br />open to the pubiic during normal business hours. <br /> <br />Notification of Floodplain Occupants in the <br />UD&FCD <br /> <br />The district has instituted a program to notify 0ccu- <br />pants of defined flood hazard areas that a hazard does <br />exist Mailing lists are developed for each defined <br />floodplain, and a brochure is mailed to each address. <br />The brochure tells the occupant about the flood hazard <br />and suggests steps the individual can take to mitigate <br />the hazard, such as planning escape routes and buy- <br />ing flood insurance. <br /> <br />Flood Warning Plans <br /> <br />The district assists local governments in the develop- <br />ment and implementation of flood warning pians. A <br />complete plan, including detection of the threat, warn- <br />ing and evacuation, has been implemented for West- <br />erty Creek in Denver and Aurora. A similar plan, on a <br />larger scale, is being implemented for Boulder Creek <br /> <br />. <br /> <br />and South Boulder Creek in Boulder and Boulder <br />County. Planning is also underway for Lena Gulch <br />and Bear Creek The district is prepared to assist <br />other local governments with flood warning plans on <br />request. <br /> <br />3.2,3.2 Regional Planning Agencies <br /> <br />Local government associations, councils of govern- <br />ment, planning commissions, and other regional agen- <br />cies in Colorado have occasionally provided coordina- <br />tion and/or funding for various flood hazard mitigation <br />projects. The boundaries of regional planning agen- <br />cies, being larger than counties, are often more closely <br />aligned with drainage basin boundaries. This can lead <br />to a much more comprehensive approach to identify- <br />ing the most appropriate mrtigation strategy. Selected <br />eJCamples of work done by various regional-planning <br />agencies are briefly summarized in the following para- <br />graphs. <br /> <br />3,2.3.2.1 Northeastern Colorado Association <br />of Local Governments (NCALG) <br /> <br />The NCALG provided support to the Town of Wiggins <br />to secure a structural flood control project on Kiowa <br />Creek. <br /> <br />3.2.3.2.2 Larimer-Weld Regional Council of <br />Governments (L-WRCOG) <br /> <br />Through the circuit rider/city manager program spon- <br />sored by the (L-WRCOG), the Town of Milliken was <br />successful in managing a major flood control project <br />financed through the state Department of Local Af- <br />fairs. <br /> <br />3.2.3.2..3 Denver Regional Council of <br />Governments (DRCOG) <br /> <br />Following the disastrous floods in 1965, the DRCOG <br />initiated the planning for the ultimate formation of the <br />Urban Drainage & Flood Control District in 1969. <br />Project REUSE (Renewing the Environment through <br />Urban Systems Engineering) was a 2-year cooperative <br />program in 1971-1972 of the Denver Regional Council <br />of Governments and the Urban Drainage & Flood <br />Control District, financed in part by an Urban Systems <br />Engineering Demonstration Program grant from the <br />Department of Housing and Urban Development. The <br />project included solid waste management and storm <br />drainage and flood control, in an effort to identify and <br />demonstrate concurrent approaches to improve the <br />management and control of the two systems. <br /> <br />The DRCOG, in cooperation with the Urban Drainage <br />& Flood Control District and the Denver Water Board, <br />has also completed an urban storm water quality- <br />monitoring project.
