<br />The following organizations were contacted and supplied information <br />used in the preparation of the study: <br /> <br />U.S. Army Corps of Engineers, Sacramento District <br />U.S. Geological Survey <br />Colorado Water Conservation Board <br />U.S. Water and Power Resources Service (formerly U.S. Bureau <br />of Reclamation) <br />Mesa County Development Department <br /> <br />A final community coordination meeting was held on May 4, 1981, <br />and was attended by representatives of the Federal Emergency Manage- <br />ment Agency, the study contractor, and the town. No problems <br />were raised at the meeting. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated areas of the <br />Town of Collbran, Mesa County, Colorado. The area of study is <br />shown on the Vicinity Map (Figure 1). <br /> <br />A detailed study was performed on approximately 0.6 mile of Plateau <br />Creek and 0.4 mile of Grove Creek within the corporate limits <br />of the Town of Oollbran. In addition, approximately 0.3 mile <br />of Buzzard Creek was studied by approximate methods from its conflu- <br />ence with Plateau Creek to the northern corporate limits of Collbran. <br /> <br />Those areas studied. by detailed methods were chosen with considera- <br />tion given to all proposed construction and forecasted development <br />through 1985. <br /> <br />Approximate analyses were used to study those areas having a low <br />development potential or minimal flood hazards. The scope and <br />methods of study were proposed to and agreed upon by the Federal <br />Emergency Management Agency and the Town of Collbran. <br /> <br />2.2 Community Description <br /> <br />The Town of Collbran is located in eastern Mesa County, in west- <br />central Colorado. Collbran is in the Plateau Valley on the western <br />slope of the Rocky Mountains between the 9,000-foot Battlement <br />Mesa to the north and east and the 11,000-foot Grand Mesa to the <br />south and west. The town is approximately 35 miles northeast <br />of the City of Grand Junction and is completely bordered by unincor- <br />porated Mesa Oounty land. <br /> <br />The Ute Indians were among the earliest residents of western Colorado. <br />In 1868, the Utes were placed on a reservation which included <br />Mesa County and surrounding areas. This reservation was dissolved <br />by an 1880 treaty which moved the ute Indians to a new reservation <br /> <br />2 <br />
