<br />BACKGROUND <br /> <br /> <br />, <br /> <br />FLOODWAY ANALYSIS REPORT <br />RIVER FRONT PLACE DEVELOPMENT <br />SOUTH PLATTE RIVER <br />LITTLETON, COLORADO <br /> <br />~ <br /> <br />- - -------- <br /> <br />INTRODUCTION <br /> <br />This report summarizes investigations concerning the development <br /> <br /> <br />potential of a particular flood-prone area lying along the South Platte <br /> <br /> <br />River flood plain in Littleton, Colorado. The site is specifically shown <br /> <br /> <br />in Fig. 1. Of interest is a 25-acre parcel of land in Seciton 8, Township 5 <br /> <br /> <br />South, Range 68 West of the 6th Principal Meridian. Some 16 acres of this <br /> <br /> <br />tract lying west of the river are proposed for mixed residential and <br /> <br /> <br />commercial development under the project known as River Front Place. The <br /> <br /> <br />site is bounded on the south by Belleview Avenue and and generally lies to <br /> <br /> <br />the east of Bryant Street. The purpose of this study was to identify the <br /> <br /> <br />floodway and flood-plain limits and determine the requirements for building <br /> <br /> <br />within the flood plain. <br /> <br />This report first provides background information concerning the flood <br /> <br /> <br />plain in this location and then presents results of the hydraulic analysis <br /> <br /> <br />that was completed to evaluate the floodway limits on the property. <br /> <br />The Flood Insurance Administration (FIA) has published a Flood Insur- <br /> <br /> <br />ance Study for the City of Littleton which designates flood plains within <br /> <br /> <br />the City and outlines the floodway limits (areas in which no new develop- <br /> <br /> <br />ment is allowed because of considerations of velocity and depths of flow). <br /> <br /> <br />Subsequent to the Flood Insurance Study, the City of Littleton adopted <br /> <br /> <br />flood-plain management regulations which state that any development within <br /> <br /> <br />the flood-plain area must obtain a special exception permit from the <br /> <br /> <br />Planning Commission prior to issuance of a development permit. <br /> <br />There are two methods by which the floodway designation may be changed <br /> <br /> <br />to accommodate proposed development. The first method is making improve- <br /> <br /> <br />ments to the river (such as channelizing) after the original mapping was <br /> <br /> <br />done; the second is,a revision to the mapping based on new or more detailed <br /> <br /> <br />technical information which was not available during the original study. <br /> <br /> <br />The Army Corps of Engineers has proposed a flood control project for the <br /> <br />RE:~OURCE: CON~ULTto.NT~ INC <br /> <br />1 <br />
