Hazard Mitigation Grant Program Technical Report Minimum Criteria for Technical Report FEMA has established the following minimum criteria for Hazard Mitigation Grant applications, These criteria are also listed in the Application Form, The Technical Report is an engineering attaclunent to the completed Application Form and that report must meet these minimum criteria . Conformance with the State's 409 Mitigation Plan . Conformance with "Floodplain Management and Protection of Wetlands" and "Environmental Considerations" (attach completedforms) . Proposed project must solve problem or be a functional part of a larger overall project with assurance that remainder of project will be completed . Demonstrate cost-effectiveness of the proposed project and its ability to substantially reduce the risk of damage, hardship, loss or suffering 1. Address any repetitive problem or any problem that poses a significant risk 2. Project benefits must be equal to or greater than costs 3. The proposed alternative must be the most practical, effective and environmentally sound alternative 4. The proposed project must be a long-term solution or a part thereof 5. Any fUture maintenance and modification requirements must be manageable in light of possible long-term changes to the area The report outline attached has been designed to assure that applications accompanied by such a report are in conformance with FEMA' s minimum criteria. Note: Explanatory comments are included on the outline in bold italics. Feel free to call Tom Browning (303-866-3441) if you still have questions on the Scope of Work. The outline is complete. Depending on what staff resources are available in any individual community, local staff may complete some components of the Technical Report. If that is the case, the scope for the consultant will be less than the full outline.
