<br />. <br /> <br />. <br /> <br />SCOPE OF WORK <br /> <br />COMMUNITY OF PUEBLO <br />PUEBLO COUNTY, COLORADO <br />Flood Hazard Mitigation Feasibility Study <br /> <br />November 23,1997 <br /> <br />Contractor <br />For the purposes of this project, the consulting engineer (Contractor) shall be the firm of HDR <br />Engineering, The Colorado Water Conservation Board (CWCB) is the project owner. The <br />maximum State funding to the Contractor for this project is $ 7,500, <br /> <br />Summary of Reauested Work <br />The Contractor shall perform field investigations, technical analyses, report writing, and other <br />tasks necessary to complete selected portions of the desired engineering project. The engineering <br />project for this Scope of Work is the Flood Hazard Mitigation Feasibility Study (project) for the <br />community of Pueblo, Colorado. Completion of this project will be performed through a <br />cooperative effort by the Contractor, the CWCB, and the Pueblo Office of Emergency <br />Management. Project assignments and responsibilities are outlined in a later section of this Scope <br />of Work <br /> <br />When Hazard Mitigation Grant Program funding has been awarded to the City and County of <br />Pueblo, Colorado following submittal of this successful application the following project <br />proposal will be undertaken. Working together, the Pueblo County Department of Public Safety <br />and Operations (PS&O), the National Weather Service, the Colorado Springs Regional <br />Floodplain Administrator, and the City of Pueblo Public Works Department have designed an <br />aggressive plan that centers on the installation of a Flood Alert System that consists of <br />precipitation and streamflow measuring platforms. These platforms will be installed at key <br />locations around the City and County of Pueblo and will transmit real time information to the <br />National Weather Service, PS&O, the City of Pueblo Public Works Department and the Pueblo <br />County Dispatch Center. Maintenance and technical support for the system will be a joint effort <br />using existing City and County employees trained by the Colorado Springs Regional Floodplain <br />Administrator. Training of users of the system will be a joint effort of the NWS, the Colorado <br />Springs Regional Floodplain Administrator, and PS&O. The plan also includes an educational <br />initiative aimed at those most at risk from flooding in the Pueblo area. That effort will be jointly <br />shared by the PS&O and the NWS. The system will bring together resources from various <br />participating agencies in an effort to mitigate the flood threat in the Pueblo area in the near-term <br />as part of a larger plan that will provide longer term mitigation through updating and improving <br />storm drainage systems. <br /> <br />Authoritv <br />According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Board has the power and duty: <br /> <br />1 <br />
