Authorization <br /> <br />The upper reaches of Tributary S have the highest average annual damage loss due to <br /> <br />This study, covering the storm drainage considerations and major drainageway <br /> <br />flooding and the recommended improvements in this area should have the highest priority. <br /> <br />planning (Phase B) for the Grange Hall Creek basin, was authorized under the terms of the <br /> <br />contract between the Urban Drainage and Flood Control District (U.D. and F.C.D) and <br /> <br />Hydro-Triad, Ltd., dated February 23, 1976. The notice to proceed for Phase A was <br /> <br />received on February 27, 1976 and Phase B on April 20, 1977. The participating or <br /> <br />sponsoring governmentol agencies, in addition to the U.O. and F.C.D., for this major <br /> <br />drainageway planning report are Adorns County, the City of Northglenn, and the City of <br /> <br />Thornton. The mapping of the bosin was accomplished under a separote contract between <br /> <br />the U.D. and F. C. D. and Bell Mapping Company. <br /> <br />B. Purpose and Scope <br /> <br />The Colorado Water Conservation Board has the power and duty <br /> <br />". . . to designate and approve storm or floodway runoff channels or basins, and to <br />make such designations availoble to legislative bodies of cities and incorporated <br />towns; to county planning cOlnmissions; and to boards of adjustment of cities; <br />i'1corporated towns; and counties of this state. . ," <br /> <br />as stoted in Section 37 -60-106 (I) (e) of the Colorado Revised Statutes 1973. The cities, <br /> <br />incorporated towns and counties within the study area may provide zoning regulations <br /> <br />". . . to establish, regulate, restrict, and limit such uses on or along any storm or <br />floodwater runoff channel or basin, as such storm or floodwater runoff or basin has <br />been designated and approved by the Colorado Water Conservation Board, in order to <br />lessen or avoid the hazards to persons and damage to property resulting from the <br />accumulation of storm or floodwaters. . ." <br /> <br />as stated in Section 30-28-111 for the county governments and Section 31-23-20 I for <br /> <br />municipal governments of the Colorado Revised Statutes 1973. <br /> <br />3 <br />
