Dear Ms. Donnelly:

This letter is in response to your letter of September 6, 1978
wherein you state that until the Flood Insurance Study is designated,
the County is without the authority to zone the flood hazard areas.

Our office is aware of this situation and is working to provide the
information necessary for state designation. It should be noted
that this situation is not unique to Adams County and we foresee its
rectification in the near future.

We recommend that Adams County develop an acceptable Flood Plain
Management Ordinance so that when the study is designated, the County
can take immediate action to adopt the Ordinance. It is the inten-
tion of the Federal Insurance Administration to continue with the six-
month conversion period that commenced on August 1, 1978; therefore,
if the Adams County study is designated, but an acceptable ordinance
is not adopted prior to February 1, 1979, Adams County will be suspended
from participation in the National Flood Insurance Program.

We are anxious to assist Adams County in the development of a Flood
Plain Management Ordinance. If you have any questions, please tele-
