PLANNERS' SCIENTISTS. SURVEYORS

143 Union Blvd. Suite 700 Lakewood, CO 80228720-962-6072

5. The following comments about specific locations were made, The North Tributary of
SJCD 6200 South channel upstream of the Centennial Reservoir property to S,
Platte Canyon Road is being considered for acceptance into the UDFCD
maintenance program. UDFCD prefers not to have detention basins that serve
watersheds larger than one square mile because maintenance can become a
problem. Denver Water Department owns the first 100 feet west of S, Platte Canyon
Road, in which a major conduit is located. The County has the construction/grading
plan for the Deer Creek Golf Course. Paula Lundquist believes that a few houses
might encroach the floodplain.

6. When preparing the Phase A cost estimates, it should be assumed that a significant
amount of trails would need to be replaced,

7. Ben Urbonas noted that the three ponds on the golf course should potentially be
considered in the models. He also noted that the assembly of the HEC-RAS models
should begin as their delivery parallels the Phase A report.

8. Paula Lundquist will check on whether the stream segment going through the
hogback is within public right-of-way.

9, A watershed tour the week of April 19'h and the difficulty of viewing some channel
segments that flow through private property were discussed. A specific date and
time will be confirmed after the meeting, (It was later confirmed that April 19, 2004
would be the date of the tour, starting at 10:00 am.)

10, OA will finalize and submit the hydrology report and begin assembling the HEC-RAS
models.

MEETING MINUTES

Massey Draw and SJCD (South) Update
OA Project No. 02-2003-1321
March 31, 2004

Attendees:

Ben Urbonas - Urban Drainage and Flood Control District (UDFCD)
Paula Lundquist - Jefferson County
Alicia Cope - Jefferson County
Bob Deeds - City of Littleton
Justin Werdel- CDOT Hydraulics
Bruce Buttner - Olsson Associates (OA)
David Krickbaum - Olsson Associates
Deb Ohlinger - Olsson Associates

Discussion Items:

1. A table showing the comparisons between the Major Drainageway Planning (MDP)
and the OA calibration model was distributed and discussed. The two compared
favorably. A graph showing hydrograph comparisons of the effect of detention at the
Sanctuary was distributed, It was noted that the detention at the Sanctuary did
impact the 100-year discharge throughout SJCD (South), UDFCD had run the
models with hyetographs generated using radar data from the August 4, 1999. Ben
Urbonas noted that although the discharges using the radar data were comparable to
the calibration model, they are higher than the observed discharges.

11. The next meeting will be at 9:00 am on April 27, 2004 at Olsson Associates' office.
New findings from the watershed tour, the hydrology report, and alternatives will be
discussed.

2, A matrix of preliminary alternatives, a map identifying locations of channel segments
flowing greater than five feet deep, and a table showing the number of control
structures required to attain 0.4% slope in the channels, along with estimated
associated costs, were distributed, A discussion of preliminary findings and
alternatives for the drainageways ensued. Locations for potential detention were
discussed and included upstream of Garrison on Tributary #1, upstream of Kipling on
Tributary #1, and upstream of Carr on North Tributary Massey Draw, Some of the
locations were within the Foothills Parks Department properties. Property ownership
of small ponds west of Kipling was discussed.

cc: Attendees via e-mail
Russ Clayshulte via e-mail
Paul Winkle
Kent Wiley
Larry Lang via e-mail
Gene Reetz
John Liou
Bill Kieck via e-mail
Melissa Chew via e-mail
Tim Carey via e-mail
Larry Mugler via e-mail
Rick McLoud via e-mail
Scott Franklin via e-mail
Sean Warren via e-mail

3. Bob Deeds expressed his interest in seeking opportunities for water quality
improvements, He is particularly concerned with sediment and nutrients.

4. Ben Urbonas suggested that photographs of the incised stream banks and wetlands
be included in the Phase B report. He also recommended adding explanatory notes
to the matrix of alternatives.
