The following comments about specific locations were made, The North Tributary of <br />SJCD 6200 South channel upstream of the Centennial Reservoir property to S, <br />Platte Canyon Road is being considered for acceptance into the UDFCD <br />maintenance program. UDFCD prefers not to have detention basins that serve <br />watersheds larger than one square mile because maintenance can become a <br />problem. Denver Water Department owns the first 100 feet west of S, Platte Canyon <br />Road, in which a major conduit is located. The County has the construction/grading <br />plan for the Deer Creek Golf Course. Paula Lundquist believes that a few houses <br />might encroach the floodplain. <br /> <br />6. When preparing the Phase A cost estimates, it should be assumed that a significant <br />amount of trails would need to be replaced, <br /> <br />7. Ben Urbonas noted that the three ponds on the golf course should potentially be <br />considered in the models. He also noted that the assembly of the HEC-RAS models <br />should begin as their delivery parallels the Phase A report. <br /> <br />8. Paula Lundquist will check on whether the stream segment going through the <br />hogback is within public right-of-way. <br /> <br />9, A watershed tour the week of April 19'h and the difficulty of viewing some channel <br />segments that flow through private property were discussed. A specific date and <br />time will be confirmed after the meeting, (It was later confirmed that April 19, 2004 <br />would be the date of the tour, starting at 10:00 am.) <br /> <br />10, OA will finalize and submit the hydrology report and begin assembling the HEC-RAS <br />models. <br /> <br />MEETING MINUTES <br /> <br />Massey Draw and SJCD (South) Update <br />OA Project No. 02-2003-1321 <br />March 31, 2004 <br /> <br />Attendees: <br /> <br />Ben Urbonas - Urban Drainage and Flood Control District (UDFCD) <br />Paula Lundquist - Jefferson County <br />Alicia Cope - Jefferson County <br />Bob Deeds - City of Littleton <br />Justin Werdel- CDOT Hydraulics <br />Bruce Buttner - Olsson Associates (OA) <br />David Krickbaum - Olsson Associates <br />Deb Ohlinger - Olsson Associates <br /> <br />Discussion Items: <br /> <br />1. A table showing the comparisons between the Major Drainageway Planning (MDP) <br />and the OA calibration model was distributed and discussed. The two compared <br />favorably. A graph showing hydrograph comparisons of the effect of detention at the <br />Sanctuary was distributed, It was noted that the detention at the Sanctuary did <br />impact the 100-year discharge throughout SJCD (South), UDFCD had run the <br />models with hyetographs generated using radar data from the August 4, 1999. Ben <br />Urbonas noted that although the discharges using the radar data were comparable to <br />the calibration model, they are higher than the observed discharges. <br /> <br />11. The next meeting will be at 9:00 am on April 27, 2004 at Olsson Associates' office. <br />New findings from the watershed tour, the hydrology report, and alternatives will be <br />discussed. <br /> <br />2, A matrix of preliminary alternatives, a map identifying locations of channel segments <br />flowing greater than five feet deep, and a table showing the number of control <br />structures required to attain 0.4% slope in the channels, along with estimated <br />associated costs, were distributed, A discussion of preliminary findings and <br />alternatives for the drainageways ensued. Locations for potential detention were <br />discussed and included upstream of Garrison on Tributary #1, upstream of Kipling on <br />Tributary #1, and upstream of Carr on North Tributary Massey Draw, Some of the <br />locations were within the Foothills Parks Department properties. Bob Deeds expressed his interest in seeking opportunities for water quality <br />improvements, He is particularly concerned with sediment and nutrients. <br /> <br />4. Ben Urbonas suggested that photographs of the incised stream banks and wetlands <br />be included in the Phase B report. He also recommended adding explanatory notes <br />to the matrix of alternatives. <br />
