1.6 State and Local Regulations

1.4 Mapping and Surveys

Map Works prepared topographic mapping for the project under separate contract with UDFCD. The
maps were compiled and prepared at a scale of 1" = 100' with 2-1001 contour intervals. The
topography was compiled from aerial photographs taken on September 2. 2003. The project mapping
is based on the NA VD 1988 vertical datum and the NAD 1983 horizontal datum. The maps were
submitted in an AutoCAD Version 2000 drawing format. Base maps for the hydrologic maps consist of
USGS 7.5~minute quadrangle sheets and 30 meter digital elevation models obtained from the U.S.
Geological Survey. Soil surveys were obtained from the Natural Resource Conservation Service.
Land use information was obtained from the Jefferson County IT Development Department. An
inventory of drainage structures completed by JR Engineering in December 2003 contains information
on culverts in the watershed.

The improvements that are presented herein may be subject to a variety of local, state and federal
regulation. The regulations may include:

. Letters of Map Change issued by the Federal Emergency Management Agency (FEMA). These
include Letter of Map Amendment (LOMA), Conditional Letter of Map Amendment (CLOMA),
Letter of Map Amendment Base on Fill (LOMR~F), Conditional Letter of Map Revision Based on
Fill (CLOMR~F), Conditional Letter of Map Revision (CLOMR), and Letter of Map Revision
(LOMR)

. Floodplain development permits issued by the local jurisdiction having land use powers.

. Grading and erosion control permits issued by the local jurisdictions having land use powers.

. 404 permits issued by the U. S. Army Corps of Engineers to mitigate impacts to wetlands, and
threatened and endangered species.

1.5 Data Collection

In addition to the Original Plan, the project sponsors provided studies related to the development that
has occurred in the study area, which included:
