In a letter dated August II, 2003, Mr. Chris Pauley, P.E., Anderson Consulting <br />Engineers, Inc., requested that FEMA revise the FIRM and FlS report to show the effects along Spring <br />Creek of updated cross-section alignments, topographic information, and floodway encroachments and of <br />construction of an irrigation pond from approximately 4,300 feet downstream to approximately 1,600 feet <br />upstream of West Horsetooth Road. Although a portion of the revised reach is shown on the effective <br />FIRM for the unincorporated areas of Larimer Coun\)', this area was annexed by_the_City_of.Eort.Col1ins. <br />This request follows up on a Conditional Letter of Map Revision issued on April 4, 2000. In response to <br />Mr. Pauley's request, we issued a Letter of Map Revision (LOMR) on November 24,2003 (Case <br />No. 03-08-0612P). However, the effective dates on the letter and annotated copies of the FIRM panel, <br />profile panels. and Floodway Data Table were stamped incorrectly. Therefore, this LOMR revises and <br />supersedes the November 24 LOMR. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Pauley. <br /> <br />As a result of the above-mentioned project, the Spring Creek channel was relocated. which caused the <br />profile stationing to change. We have revised the Spring Creek flood profile for your community to reflect <br />the new stations and to be consistent with the flood profile for the City of Fort Collins. No changes to the <br />elevations of the flood having a I-percent chance of being equaled or exceeded in any given year (base <br />flood) occurred in your community. The modifications are shown on the enclosed annotated copies of <br />Profile Panels 234P, 235P, and 236P and affected portions of the Floodway Data Table. We also have <br />modified the effective FIRM to update the corporate limits in the revised area. These modifications are <br />shown on the enclosed annotated copy of FIRM Panel 0192 C. This LOMR hereby revises the <br />above-referenced panel of the effective FIRM dated March 18, 1996. and the affected portions of the <br />FlS report dated March 23, 1999. <br /> <br />Because this revision request also affects the City of Fort Collins, a separate LOMR for that community <br />was issued on the same date as this LOMR. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
