<br />Major drainage systems planned on a regional basis are designed to <br />remove major runoff events using streets as primary conveyance facilities <br />(temporarily disnlpting traffic) with stormwater discharging into natural <br />drainage channels that have been preserved in their semi-natural state by <br />institutional controls. Detention storage has proven especially valuable <br />during; major storm events, <br /> <br />Scope of Planning <br />Planning of stonn drainage systems is best performed within the <br />context of the urban setting. The land use practices, which are a function <br />of public policy and tradition, have a substantial influence on the amount <br />of stormwater runoff. The transportation system has a considerable impact <br />on the location and intensity of settlement, and, incidentally, on the <br />'hydrologic response of the system, and must be considered. Stonn drainage <br />planning must be interactive with these other planning activities in the <br />urban setting. Considering other components of the urban system as <br />"given" can result in poorly planned stormwater systems, <br />The location and type of storm drainage facilities are very much a <br />public concern today because the works become permanent features of the <br />comnunity. As a consequence, the "people" side of developing and preparing <br />alternatives is extremely fr:lportant. Any construction that disturbs the <br />landscape has seme degree of impact on the environment and is therefore <br />of great public and administrative concern, Good planning for storm <br />drainage systems is a very co.'TIplex process and requires application of <br />the skills and techniques developed for planning the more major water <br />resources systems. <br /> <br />6 <br />
