'" <br />'"' <br /> <br />~ <br /> <br />-4- <br /> <br />I alluded to tho Rio Grande joint investigation for one purpose: that <br />investigation, carried out undor the auspices of the National Resources <br />Committee, was farmed out to several ageneies of the Federal Government - <br />the best qualified to carryon particular investigations - that of water <br />supply to the Buroau of Agriculture and Engineering; that of water supply, <br />of underground waters, to the United States Geodetic Survey; that relating <br />to the construction of reservoirs and the bringing in of water supplies <br />supplementing the present water supply to the Bureau of Reclamation., In the <br />latter instance the Bureau did make a comprehensive study for this Wagon <br />Whoe1 Gap Reservoir on the Rio Grande. For that investigation the three <br />States of Colorado, Now Mexico and Texas bore the sum of $50,000.00 and the <br />ba1anco of the cost of mora that .$250,000.00, the Government gave. Noar <br />the close of tho investigation additional s~~s of money were made available <br />as the result of the extension of these various studies, and at that time <br />we requested tho Buroau of Reclamation to include in its studies all the <br />benefits to be received as the result of the construction of the Wagon <br />Vfuee1 Gap Reservoir, looking to flood control and future development. The <br />Bureau did give some consideration to those phases.. Now, I do not want <br />it to appear that what I am going to say is in a critical vein as to the <br />investigation of the Bureau of Rec1~~ation, but thoy did not make a <br />comprehonsive study of tho benefits which may accrue from flood control, <br />based upon construction of the Wagon Vfuee1 Gap Reservoir and the Conejos <br />Dam. I believe the report concludes that the benefits from flood control, <br />hs . tho result of .tho constructidn of thoso liopof'.ite, would:. he only nominal. <br />I am afraid that that conclusion is premature, or wa's. Because the Bureau <br />did'not have sufficient time nor funds to make a detailed study such as I <br />believe your Department will now.mnke. I assure you that all the facilities <br />of my office and all of our records are at your disposal,. and we will be <br />happy to help you in any way we can. <br /> <br />Col. Besson: Thank you, Mr. Hinderlider. <br /> <br />Mr. Corlett: The report of the Reclamation Service vms submitted and <br />before it was completed, and it was submitted to representatives of Colorado, <br />New Mexico and Texas for suggestions and corrections., At that time we <br />found the report had not included flood control or power and I raised a <br />serious objection .in Denver and an attempt was made to provide additional <br />funds for such studies, but the funds were so exhausted at that time that <br />they could not do that. <br />I would like at this time to offer certain questionnaires submitted to water <br />users generally on the Rio Grande.. These are the ones we have gotten in <br />to date. It is hard to contect all the water users. We have other reports <br />of the water users on 24,000 acres - 13,575 acres of which are flooded by , <br />any major flood, They are the basis upon which Mr. Jones prepared this <br />map (displayed on the wall of the Armory) of the flooded area. We completely <br />analyzed the first of these returns - 42 of them.. We partly analyzed the <br />next series of returns as to certain features. The third series crume in too <br />late to be analyzed and we have only one copy. We would request that we be <br />permitted to withdraw these now and submit them to Mr. Tipton and he says <br />he will analyze them and send them in with his report. <br /> <br />Col. Besson: That is alright. Instead of attaching these questionnaires <br />to the record of this heering, since they are so voluminous, they will be <br />retained on file in the office of , the Engineers at Galveston. <br />! <br />
