Robert Bridges <br />City Manager <br />City of Monte Vista <br />720 First Avenue <br />Monte Vista, CO 81144 <br /> <br />Dear Mr. Bridges, <br /> <br />The Colorado Water Conservation BOard was recently noti- <br />fied by the Federal Insurance Administration that the Flood <br />Insurance Study for the City of Monte Vista has been completed <br />and that the final public meeting to explain the study and <br />the National Flood Insurance Program was held in January 1981. <br /> <br />Because our staff could not attend that meeting, I would <br />like to explain to you the function of the Board with regard <br />to floodplain management in Colorado and the National Flood <br />Insurance Program. <br /> <br />The Colorado Water Conservation Board is required by <br />state statutes, Section 37-60-106(1) (e), CRS 1973, and Sec~ <br />tion 24-65.1'-403, CRS 1973, as amended, to review, designate, <br />and approve all floodplain studies before local governments <br />can legally e~force floodplain regulations based on such <br />studies. In addition, the Colorado Water Conservation Board, <br />as the designated State Coordinating Agency for the National <br />FlOOd Insurance Program in Colorado, assists communities in <br />adopting and :,mplementing the required floodplain management <br />regulations and coordinates the activities of the National <br />FlOOd Insurance Program. <br /> <br />As part oj' the statutory and coordinating requirements, <br />the Board has reviewed the Preliminary Flood Insurance Study <br />and has deterr\ined that the Flood Insurance Study is based <br />on a Floodpla:,n study prepared by the Corps of Engineers for <br />the Town of Monte Vista and has been approved and designated <br />by the Colorado Water Conservation Board on January 14, 1970. <br /> <br />COLORADO WATER CONSERVATION BOARD, Frederick V, Kroeger, Chairman <br />Robert A, J 3ckson, Vice Chairman.
