7

tional height of riprap in their lake adjacent to the river? Ron Rossmiller of WWE
replied that model tests have shown that the existing USACE dam crest remains the
hydraul1c control for all flows in the river. so depths upstream of the crest will
.remain the same as they are now after completion of the proposed construction.

Englewood personnel were asked if they preferred the barrier or the solid wall for
the intake channel. Mike Woika replied that this is a CWCB project, he is not an hy-
draulics expert and wants the experts to tell him which is better. The City is satis-
fied with the present operation of the intake. He does not want to be in the position
of a .partner" in the decision; so if something goes wrong afterwards, he will have
someone to blame. The experts need to model the solid wall to obtain data.

Ben Urbonas of the UD&FCD stated that we should not rely on gate settings or human
controlled items for boater safety, we should have physical barriers.

It was recommended thet prototype tests be done of gate setting versus sand move-
ment in the intake channel during the Spring runoff period in the river. None has
ever been done - the gate is just opened wide when sediment is a problem. A pro-
gram needs to be set up between Englewood and the USBR to do this. They and WWE
will meet after the meeting to set up such a program. Ken Wright of WWE recom-
mended that a permanent manual of gate openings and sediment accumulation and
transport be set up.

Gary Lacy and Jim Curnes of Sheridan discussed the possibility of having a shorter
safety screen with a flat angle across the sluiceway ( upstream intake channel).
Ben Urbonas suggested fine tuning with the gate setting or flushing at night.

John Ebling of the USGS commented on their plans to install a low flow gaging station
about 200 feet upstream of Union Avenue and about 100 feet downstream of the Dry
Creek confluence in the next 2 or 3 weeks. They need a line of rock for a weir to
create a pond for accurate geging of low flows in the zero to 30 cfs range. A stable
streambed Is needed for gaging. The rocks w111 be angled across the entire river.
