5

A negative impact of both the open barrier and solid wall was expressed by Engle-
wood personnel. During the winter, ice forms in the intake channel and impedes the
flow of water into the intake pipes. This is handled presently by backflushing the
intake pipes. This breaks up the ice and pushes it into the river where it is then
carried downstream. The presence of the open barrier will impede the movement of
the broken ice into the river. The presense of a solid wall will prevent this move-
ment. Additional consultation with Englewood personnel is needed to solve this
apparent ice problem. The USBR will discuss this directly with Englewood as a
special service to the CWCB.

MINUTES OF MEETING
At the conclusion of the model observations, the group moved to the USBR auditor-
ium and held a meeting to listen to and discuss the participants' comments on vari-
ous aspects of the project. The meeting was chaired by David Walker of the CWCB.
These comments and discussions are listed below.

Mr. Bucholz, Omaha office of the USACE, has seen the model in action and all his
questions, expressed in his recent letter, have been answered.

Ben Urbonas of the UD&FCD has concerns with the embankment crest alignment down-
stream of the existing USACE dam. The flow overtopping the crest tends to attacks
the east (right) bank of the river. The crest's existing angle is ok but he suggested
adding a wedge-shaped volume of material downstream of the crest to direct the
flow away from the bank and towards the center of the river. He provided a sketch
of his idea on a recently prepared USBR map. Smaller material could be used on the
top of the wedge with large rock, possibly grouted, on the downstream slope.

This suggestion would increase the initial cost of the proposed project but will re-
duce future maintenance costs. WWE will investigate methods to reduce this cost.

Mr. Urbonas also suggested that the boatchute on the west bank of this crest be
moved away from the bank and angled sl1ghtly so that the west river bank would also
