communities will be competing for various
types of mitigation assistance. The successful
communities will not only meet the minimum
federal criteria. but will also use a well de-
signed process to address multiple community
goals.

Also, communiti.es who have access to other
funding sources, such as Community Develop-
ment Block Grant funds, can leverage addi-
tional mitigation funds to implement their land
use management plans.

Organization of the Guidebook

Although the guidebook is organized as a
"flexible framework" to tit the needs of
different communities, we have tried to build in
a systematic approach. The guidebook will
show you step-by-step how to:

.I identify other community land use plan-
ning needs

.I develop strategies for identifying goals and
objectives

.I conduct your analysis

.I involve your citizens

.I prepare your p]an
.I implement it, and

./ monitor it.

We have provided some helpful information
in the appendix you may wish to use.

The guidebook also emphasizes how to link
your flood mitigation plan to other community

open space and trails for recreation.

The guidebook is your resource!
Don't be afraid of using it!

It is a community resource explaining the types
of technical and tinancial assistance available
for planning and implementing flood mitigation
projects.

and agency contacts.

We have chosen a three-ring binder format.
As you develop and implement your own flood
mitigation program, we encourage you to
update this useful resource, adding information
as it becomes available from the DNR, FEMA,
the Division of Emergency Government or from
within your own community.

As you become more familiar with this
document. you will discover a common theme
throughout: flood mitigation and planning are
dynamic processes!
