Create a plan that encourages people to participate in planning mitigation efforts, particularly affected business and property owners. Communities which develop comprehensive plans with considerable public input will be in the best position to compete for mitigation assistance project funds. We strongly recom- mend that you use the seven-step mitigation planning process described in the next section. "What is the 'Seven-Step' Mitigation Planning Process?" The next page outlines the seven mitigation planning steps that we recommend communi- ties use to develop a plan for their specific land use management and Ilood control needs.
