<br />./ Citizen involvement strategies. Your plan's <br />success depends on citizen involvement <br />early in the process, when you first develop <br />goals and objectives. Create a plan that <br />encourages people to participate in <br />planning mitigation efforts, particularly <br />affected business and property owners. <br /> <br />Communities which develop comprehensive <br />plans with considerable public input will be in <br />the best position to compete for mitigation <br />assistance project funds. We strongly recom- <br />mend that you use the seven-step mitigation <br />planning process described in the next section. <br /> <br />"What is the 'Seven-Step' Mitigation <br />Planning Process?" <br /> <br />The next page outlines the seven mitigation <br />planning steps that we recommend communi- <br />ties use to develop a plan for their specific land <br />use management and Ilood control needs. The <br />steps are further detailed in the sections that <br />follow. <br /> <br />Using this process is not mandatory.
