./ Citizen involvement strategies. Your plan's
success depends on citizen involvement
early in the process, when you first develop
goals and objectives. Create a plan that
encourages people to participate in
planning mitigation efforts, particularly
affected business and property owners.

Communities which develop comprehensive
plans with considerable public input will be in
the best position to compete for mitigation
assistance project funds. We strongly recom-
mend that you use the seven-step mitigation
planning process described in the next section.

"What is the 'Seven-Step' Mitigation
Planning Process?"

The next page outlines the seven mitigation
planning steps that we recommend communi-
ties use to develop a plan for their specific land
use management and Ilood control needs. The
steps are further detailed in the sections that
follow.

Using this process is not mandatory. But we
encourage your community to use these
chapters as a template to help develop your
plan.

FLOOD HAZARD MITIGATION PLAN
CITY OF DARLINGTON, WISCONSIN

The Ciry of Darlington, WI. developed of/Dad hazard mitigation plan
and is implementing itthroughfimds and grants/rom the Community
Development Block Grallt program, FEMA, Land and Water Conser-
vationfund and Inter.Modal Surface Transportation and Efficiency
Act.

The city created open space downtown through a voluntary program
of acquisition, relocation andf/oodproofing.
