characteristics, its lack of tributary inflow, its headwater location significantly north of the Palmer
Divide, and other factors. Major cloudburst storms in Colorado normally exhibit an east-west
component of travel, and therefore it would be highly unusual for a storm to track directly along the
south-north axis of the Box Elder Creek basin. This may partially explain the absence of major
flooding along Box Elder Creek within Adams and Arapahoe Countie:s. For this particular study. the
peak flows from the CUHP analysis are more reasonable than those obtained from the regional
regression approaches. In conclusion, the CWCB fully endorses the results of the District's hydrology
study and floodplain analysis for upper Box Elder Creek.

~

Larry F.
