<br />Box Elder Creek Hydrology <br /> <br />:"[ <br /> <br />government partners, will have constructed in excess of $160 million dollars worth of <br />drainage and flood control projects. Decisions involving additional untold millions of <br />dollars of private investments have relied at least in part on District studies. The <br />population of the District has increased by approximately 850,000 people over the last 20 <br />years, along with all of the structures needed to accornmodate those people, while at the <br />same time the number of structures in identified 100-year floodplains has been reduced <br />by approximately 4000. <br /> <br />I. <br /> <br />Iii <br />.~ <br />~. <br />i <br />~. <br /> <br />All of these District master plans, floodplains and construction projects, with the <br />exception of some small slorm sewer projects, are based on hydrology developed using <br />rainfall-runoff models. It is the District's position that the use of its rainfall-runoff <br />models to develop hydrology for the Box Elder Creek watershed was appropriate. <br /> <br />! <br /> <br />Box Elder Creek Watershed Planning and Floodplain Delineation <br />In 1989, the City and County of Denver annexed in excess of 50 square miles from <br />Adams County for the construction of Denver International Airport (OlA). The District <br />and the local governments adjoining OlA, in anticipation of the growth which typically <br />occurs around an airport, proceeded to prepare new or revised master plans for the <br />watersheds between the existing urbanized metro area and the proposed airport. These <br />master plans for Irondale Gulch, First Creek, Second Creek, Third Creek and Beebe <br />Draw were completed in the 1987 to 1993 time frame. <br /> <br />~;: <br />~ <br />" <br />I <br /> <br />CTC8.doc <br /> <br />3 <br /> <br /> <br />" <br /> <br />The District then turned its attention to the other (east) side of the airport which lies in the <br />Box Elder Creek Watershed. In 1993, Ihe District, City of Aurora, Adams County and <br />Arapahoe County began a master planning and FHAD study for the upper half of the <br />watershed (75 square miles) located within the District's boundaries (Figure I). The <br />FHAD and master plan were completed in 1995. Master planning and flood hazard area <br />delineation for the remainder of the watershed within the District (69 Square miles) is <br />scheduled to begin in early 1999. <br /> <br />tc< <br />1".1 <br />,': <br />i, <br />
