Scott Tucker, Executive Director <br /> <br />Box Elder Creek Watershed <br />Hydrologic Analyses <br /> <br />December, 1998 <br /> <br />Executive Summary <br />The Urban Drainage and Flood Control District (District), in cooperation with the City of <br />Aurora, Adams County and Arapahoe County completed master planning and Flood <br />Hazard Area Delineation (FHAD) studies for a portion of the Box Elder Creek watershed <br />in 1995. The hydrologic analyses prepared and submitted to the Federal Emergency <br />Management Agency (FEMA) for review in 1977 as a part of these studies have yet to be <br />accepted by FEMA. The purpose of this document is to present sufficient evidence of the <br />validity of the hydrologic analyses to allow FEMA to accept the hydrology for future use <br />in its Flood Insurance Rate Maps (FIRMs) for the City of Aurora, Adams County and <br />Arapahoe County. <br /> <br />Introduction <br /> <br />The District was established by the Colorado General Assembly in 1969 to assist local <br />governments within the Denver Metropolitan Area with multi-jurisdictional drainage and <br />flood control problems. The District was initially authorized 0.1 mill maximum property <br />tax for planning and operations. One of the first activities undertaken by the District was <br />an analysis of existing problems within the District's service area. The results of that <br />analysis revealed that approximately 25% of the floodplains had been developed to the <br />point where problems existed which would need some corrective action, but that 75% of <br />
