Rehborg <br />Nay 3, 1978 <br />Page three <br /> <br />. <br /> <br />Thirdly, the proposed berm may have an adverse impact on <br />diversions by, and safety of, the Pease Ditch. Increased river <br />velocities and flood elevations could pose a threat to the ditch <br />and its intake. Operation of the ditch headgate may have to be <br />adjusted to account for changes in river elevation as a result of <br />the berm on the opposite bank. <br /> <br />Fourthly, unless property designed the proposed berm Iyill tend <br />to raise the flooded water surface elevation and increase the <br />flooded area on other property located upstream from the proposed <br />development. <br /> <br />.- <br /> <br />Fifthly, the proposed berm Iyill essentially confine river flow <br />to a narrml channel. The constriction, if not properly shaped, <br />could become a mechanism to formation of major ice jams and result <br />in Iyinter flooding in and outside of the park. <br /> <br />From our engineering studies, including review of historic <br />material, interviews with local residents and field work, we feel <br />lye have an excellent understanding of the flooding characteristics <br />of the White River. Based on the above findings and concerns, it <br />is our opinion that the proposed development Iyill pose a serious <br />hazard to public safety unless a well engineered plan is developed <br />to reduce the flood hazard on the site.
