Through <br />this criteria, the Federal EmElrgency Manage. <br />ment Agenc:y (FEMA) and participating com- <br />munities are able to reduce future flood losses. <br />The adoption and enforcement of flood plain <br />regulations is a condition for staying in the <br />NFIP. Communities have been suspended <br />from the rel~ar program in the state ofColo- <br />rado for not enforcing adopuld flood plain or- <br />dinances. <br /> <br />Su 111111 9ry <br /> <br />A analysis of this storm reveals that the time <br />of day, rapid development, volume of water, <br />and'areas involved made this short storm a <br />chaotic one. Educating the public should re- <br />main a priority. The storm served as an oppor- <br />tunity to practice under pressure for all those <br />involved: the officials, the media, and the <br />weather service. <br /> <br />The Colorado Springs Office of Emergency <br />Management has written a local emergency <br />operations plan which has a flood annex and <br />is consistently revised and updated to reflect <br />current threats to the community. It also iden- <br />tifies the functions and responsibilities that <br />will be taken by city departments and agen- <br />cies in the event of a flood. <br /> <br />14 <br />
