1.3 SCOPE. It is tile intent of the manual to provide general guidance for acceptable
methodologies to be, used in flood hydrology studies, It is not the intent of the manual to
develop a strict policy on acceptance of one particular methodology over another. Much
effort, though, has been made to illuminate the assumptions, limitations, strengths, and
weaknesses of all methods, It is the responsibility of the users of this manual to determine
the appropriateness of a particular method given the site-specific hydrologic conditions of
the project of interest.

1.4 OBJECTIVES. The overall Objective of the CFHM is to provide guidance in selecting
and using hydrologic methods specifically for the State of Colorado which result in
reasonable hydrolO\lic values for similar watersheds and promote consistency in the
hydrologic methods. Specific Objectives include:

- Establish limits and ranges for hydrologic parameters.
- P,,)vide pros and cons of all acceptable hydrologic methods for the
study areas and regions.
- Acknowledge Colorado Communities with local criteria manuals.
- Establish regions with boundaries identifying the major topographic
rellions.
- Re,ference hydrology publications.

1.5 AUTHORITY. This manual was directed and partially funded by the Colorado Water
Conservation Board, written and partially funded by the Omaha District. U.S. Army Corps
of Engineers, and oVlerseen and reviewed by the Hydrology Advisory Committee, consisting
of federal. state and local agencies and the private sector. Federal funding was provided
through the Section 22 Planning 'Assistance to Stales Program. Section 22 of the Water
Resources Development Act of 1974 established the authority for the Corps of Engineers
to provide planning assistance to individual states in all areas of water ~esources
development.

1.6 CONTENTS. The manual is divided into the following chapters:

1. Introduction
2, Hydrologic Study Uses
3. Colorado Flood Characteristics
4, Colorado Flood History
5.
