I1M1. <br />This Revision: '" 1 ."t LW"t <br />102-I-A-C <br /> <br />Dear Ms. Valente: <br /> <br />This responds to a request that the Department of Homeland Security's Federal Emergency Management <br />Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) <br />report for Adams County, Colorado and Incorporated Areas, in accordance with Part 65 of the National <br />Flood Insurance Program (NFIP) regulations. In a letter dated June 14, 2002, Mr. Daniel W. Bare II, P .E., <br />Project Manager, McLaughlin Water Engineers, requested that FEMA revise the FIRM and FIS report to <br />show the effects of new hydrologic and hydraulic analyses and more detailed topographic infonnation for <br />Comanche Creek, Wolf Creek, and Little Comanche Creek. The revised reaches extend along Comanche <br />Creek from the Adams County boundary with Weld County to just downstream of 26th Avenue, along <br />Wolf Creek from the confluence with Comanche Creek to just downstream of U.S. Highway 36 (US36), <br />and along Little Comanche Creek from the confluence with Comanche Creek to just downstream ofUS36. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Besharah <br />Najjar, P.E., Engineering Manager, Adams County, and Mr. Bare. Because this Letter of Map Revision <br />(LOMR) is based on a detailed hydrologic and hydraulic study conducted by a local agency to replace an <br />approximate study conducted by FEMA and shown on the flood map, fees were not assessed for the <br />review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain <br />and floodway boundary delineations, and zone designations of the base flood along Comanche Creek from <br />just upstream of 26th Avenue to just downstream ofUS36. As a result ofthe modifications, the BFEs for <br />this reach of Comanche Creek and the width of the SFHA increased in some areas and decreased in other <br />areas, and the width of the regulatory floodway decreased. We have also revised the FIRM and FIS report <br />to modify the elevations, floodplain and floodway boundary delineations, and zone designations of the <br />base flood along Little Comanche Creek from the confluence with Comanche Creek to approximately <br />1,500 feet upstream. As a result of the modifications, the BFEs for Little Comanche Creek decreased, and <br />the widths ofthe SFHA and the regulatory floodway increased in some areas and decreased in other areas. <br /> <br />These modifications resulted in replacement of approximate Special Flood Hazard Areas (SFHA5), areas <br />that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any given <br />year (base flood), designated Zone A, with no Base Flood Elevations (BFEs) determined, as shown on the <br />effective FIRM panels, with SFHA5 based on detailed analysis and BFEs determined for all the <br /> <br />",,4 <br />
