DAMAGES <br /> <br />The types of damages resulting from the inadequate and lacking drain- <br />age system in the areas described include the following: <br /> <br />1) Building and contents damage from high water flooding; <br /> <br />2) Street and gutter deterioration; <br /> <br />3) Driving hazards, including emergency vehicle inaccessi- <br />bil ity; <br /> <br />4) Inconvenience; <br />5) Additional maintenance costs during periods of heavy rain; <br />6) Unanticipated flooding on private property; <br />7) Reduced land values. <br /> <br />These problems, dealt with in the past on a stop-gap basis only, may <br />be resolved with the solutions offered on a site-specific and basin- <br />specific basis outlined in the next section. The stop-gap measures <br />used to date, such as sand-bagging, will be expensive and unreliable <br />solutions to the drainage and flooding problems. <br /> <br />In addition, the current storm conveyance system is too small, plugged <br />from lack of maintenance and generally unreliable. The storm system <br />is too small, the pumps do not all work, and the backflow from the <br />river is a problem even during times of normal precipitation in the <br />study area. Plugged outlets and overloaded pipes that back up and <br />cause ponding into commercial enterprises are traditional problems <br />that need immediate attention and solutions. Those solutions are of- <br />fered as a part of this study. <br /> <br />-25- <br />
