Ponding occurs at storm sewer inlets and other local- <br />ized areas. <br /> <br />E. BASIN IV <br /> <br />Basin IV is in the western portion of the study area extending to the <br />west and northwest nearly three miles along U.S. 160/285. It is <br />bounded on the north by the railroad embankment, south of U.S. 160/ <br />285, on the east by Railroad Avenue, and on the south by the Hickory- <br />Jackson irrigation ditch at Coop Road. <br /> <br />The total drainage area of this basin is approximately two square <br />miles. Nearly 90 percent of Basin IV is undeveloped. According to <br />future land use plans, the area is designated for residential devel- <br />opment. Presently there is a small portion of commercial development <br />in the eastern part of the basin where most of the flooding problems <br />are located. There are no existing storm sewer systems in this basin. <br />Currently, stormwaters pond the sale barn area between Eighth Street <br />and Tenth Street as the area does not have an outlet. <br /> <br />The western portions of the basin are not naturally tributary to the <br />eastern part of the basin because of all of the natural sumps. Upon <br />development of the upper portion of the basin, with an improved drain- <br />age system, more water would be tributary to the lower areas around <br />the sale barn. This basin currently has no outlet to other basins or <br />the river. A residential development west of Washington between <br />Eighth and Tremont created a "moat-like" system by elevating the lots <br />and grading a swa1e around the area. Driveways pass over the swa1e <br />from the street to the homes. This system has worked well from the <br />perspective of draining the improved lots. <br /> <br />-19- <br />
