We <br />were not able to obtain data from the pump to determine capacity. It <br />is inoperable because of electrical failure due to being struck by <br />lightning. It is not recommended to repair the system or add pumps <br />as the alternates include the installation of larger gravity pipes. <br /> <br />B. BASIN I <br /> <br />Basin I is in the northwestern portion of the study area and extends <br />approximately 2.5 miles above West Avenue at Main Street. It is <br />bounded on the southwest by U.S. Highway 160/285 and on the east by <br />Alamosa Avenue. This basin has the most ponding areas of the eight <br />basins studied. <br /> <br />The total drainage area of Basin I is approximately one square mile. <br />Land use in the basin is approximately one-third undeveloped, and <br />the remainder is developed with commercial structures. The southern <br />boundary of this basin (U.S. 160/285) is higher than the adjacent <br />land, blocking the natural drainage and diverting stormwater to the <br />southeast towards town, where the terrain flattens out and causes <br />water to pond. Anticipated future development in Basin I includes <br />residential expansion in the undeveloped areas of the northwest, <br />with commercial development along the frontage of U.S. Highway 160/ <br />285. <br /> <br />Currently the lower third of this basin has an existing storm sewer <br />system which is overloaded. In the upper portion of the basin, irri- <br />gation and diversion ditches convey runoff into the Rio Grande River <br />(Basin II). These ditches should remain in place as a part of an im- <br />proved system. Eventually the ditches may need to be improved such <br />as lining them with concrete, grass or rock, or even enlarging them <br />to increase the flow conveyance capacity. <br /> <br />The general drainage flow in the basin is to the south and east. <br />Ponding occurs at the lower end of the basin at 6th Street and West <br /> <br />-17- <br />
