<br />safety practices, (2) the Federal Coordinating Council for Science, <br /> <br /> <br />Engineering and Technology (FCCSET) was asked to convene an ad hoc <br /> <br /> <br />Interagency Committee to analyze the Federal agencies' practices and <br /> <br /> <br />procedures, to provide recommendations for improving Federal darn safety, and <br /> <br /> <br />to prepare proposed Federal dam safety Guidelines for management procedures <br /> <br /> <br />to ensure dam safety and (3) the Director of the Executive Office of Science <br /> <br /> <br />and Technology Policy (OSTP) was asked to establish an independent panel of <br /> <br /> <br />experts for reviewing both agency practices and the Federal darn safety <br /> <br /> <br />Guidelines proposed by FCCSET. Three important documents carne out of this <br /> <br /> <br />Federal dam safety review process. First, FCCSET reported its findings on <br /> <br /> <br />Federal agency procedures in Improving Federal Darn Safetv, on November 15, <br /> <br /> <br />1977. Second, the OSTP Independent Review Panel published its findings in a <br /> <br /> <br />report, Federal Dam Safetv, on December 6, 1978. Third, OSTP published a <br /> <br /> <br />final document, Federal Guidelines for Darn Safe tv , on June 25, 1979. 11 On <br /> <br /> <br />October 4, 1979, President Carter, acting on the recommendation of the OSTP <br /> <br /> <br />Director, directed each of the Federal Deportments and agencies responsible <br /> <br /> <br />for dam safety to "adopt and implement the Federal Guidelines, as <br /> <br /> <br />applicable." Further, the President directed each Department and agency <br /> <br /> <br />head to report "their progress toward implementing the Guidelines and the <br /> <br /> <br />major recommendations for improving darn safety" to the Director of the newly <br /> <br /> <br />established Federal Emergency Management Agency (FEMA) to complete the <br /> <br /> <br />Federal review process. <br /> <br /> <br />FEMA was created by Executive Order 12148 in 1979, to serve as a single <br /> <br /> <br />point of contact within the Federal Government for emergency management <br /> <br /> <br />activities. President Carter assigned lead-agency responsibility for <br /> <br /> <br />"coordination of efforts to promote dam safety" to the FEMA Director on <br /> <br /> <br />October 4, 1979. <br /> <br />-4- <br />
