Three important documents carne out of this

Federal dam safety review process. First, FCCSET reported its findings on

Federal agency procedures in Improving Federal Darn Safetv, on November 15,

1977. Second, the OSTP Independent Review Panel published its findings in a

report, Federal Dam Safetv, on December 6, 1978. Third, OSTP published a

final document, Federal Guidelines for Darn Safe tv , on June 25, 1979. 11 On

October 4, 1979, President Carter, acting on the recommendation of the OSTP

Director, directed each of the Federal Deportments and agencies responsible

for dam safety to "adopt and implement the Federal Guidelines, as

applicable." Further, the President directed each Department and agency

head to report "their progress toward implementing the Guidelines and the

major recommendations for improving darn safety" to the Director of the newly

established Federal Emergency Management Agency (FEMA) to complete the

Federal review process.

FEMA was created by Executive Order 12148 in 1979, to serve as a single

point of contact within the Federal Government for emergency management

activities. President Carter assigned lead-agency responsibility for

"coordination of efforts to promote dam safety" to the FEMA Director on

October 4, 1979.

-4-
