<br />The latter function is included because of growing recognition by Federal <br /> <br />and non-Federal dam safety officials of the need to have backup procedures <br /> <br />planned for minimizing the extent and effects of dam failure. <br /> <br />Federal <br /> <br />agencies are already required by the 1979 Federal Guidelines for Dam Safetv <br /> <br />to prepare emergency action plans for all dams which they own, engineer, <br /> <br />finance, construct, or regulate, including applicable non-Federal dams. <br /> <br />The following section summarizes the states' responses to the eight <br /> <br />questions on functions regarded as important and currently being performed <br /> <br />under current dam safety programs. <br /> <br />The number and percentage (in <br /> <br />parentheses) of states who responded that they were currently performing the <br /> <br />indicated function are given after each question. Each state was encouraged <br /> <br />to comment on or qualify its responses, and the survey comments are <br /> <br />presented. Table 1 summarizes the state functional authority responses. <br /> <br />I. <br />I <br /> <br />1. Review and approve the plans and specification to construct, enlarge, <br />modify, remove or abandon a dam or reservoir. <br /> <br />r <br />I. <br />I <br /> <br />47 states (94~) currently perform this function <br /> <br />Comments: <br /> <br />A. Arkansas reports that this function is limited to structures which <br />satisfy both of the following requirements: 15' or more of embankment <br />height and impoundments 50 acre feet or more. <br /> <br />B. Florida limits this function only to new dams. Legislation has been <br />drafted to include all non-Federal dams, but not introduced to the <br />legislature. <br /> <br />C. Georgia's Safe Dams Act only regulates High Hazard structures. <br /> <br />D. Kansas exempts dams impounding 30 acre-feet or less from reviewal or <br />approval action. <br /> <br />E. Michigan's statutory authority for <br />specifications currently applies <br />reconstruction of failed dams. <br /> <br />review and approval of plans and <br />only to new construction and <br /> <br />F.
