.

River. No structures are inundated by the new IOO-year floodplain associated with
the Pawnee Creek Overflow Interceptor Channel.

Regulatory Floodway

A regulatory floodway is not designated on the effective FIRM maps. A regulatory
floodway would be established along the Pawnee Creek Overflow Interceptor
Channel as part of this study. The floodway would be designated as a no-rise
floodway, identical to the floodplain limits,

7. SUMMARY

Historically, the City of Sterling has frequently been flooded by overflows from
Pawnee Creek. High flows from Pawnee Creek escape the north banks and continue
traveling northerly towards Sterling, As the breakout flows converge, the discharge
sheet flows though the city until it confluences with Sand Creek.

.

As a result, the City of Sterling and Logan County have proposed to implement the
construction of an Interceptor Channel to help collect the Pawnee Creek Overflow
and direct it to the South Platte River before it reaches Sterling, The channel has
been designed to convey the complete S,OOO-cfs, IOO-year discharge, This project
removes the I DO-year floodplain for Pawnee Creek Overflow from Sterling. In
addition, the SOD-year flood discharge conveyed to Sterling is also reduced in
magnitude,

With the construction of this project, there will be changes to the regulatory
floodway within a regulatory floodplain. The Colorado Water Conservation Board
(CWCB) has been notified (see Appendix D) and a copy of this CLOMR request has
been provided to the CWCR

This revision request is on behalf of the City of Sterling and Logan County, and
concurrence from the community officials with the changes resulting from this
CLOMR has been obtained (Form 1, Appendix A),

.

8
