<br />) <br /> <br />.~) <br /> <br />5) Establish Land Use Classifications. In general, land use <br /> <br />categories will follow those established for existing conditions unless <br /> <br />major changes in categories are anticipated. A major influx of new <br /> <br />development may require the designation of new categories. Some land use <br /> <br />categories may be consolidated if it is found that a more detailed <br /> <br />breakdown makes little difference in the calculation of benefits. <br /> <br />6) Establish Land Use Reauirements. The existing land use pattern <br /> <br />should, in general, be assumed to continue in similar proportion to <br /> <br />current patterns. Growth in demand for land can be determined by the <br /> <br />projected change in population and employment. The change in the number <br /> <br />of acres required for each type of land use should be determined by <br /> <br />applying conversion factors to the projected changes in population and <br /> <br /> <br />employment. For example, it might be assumed that residential development <br /> <br /> <br />will occur at the same density as established residential development. If <br /> <br /> <br />this is the case, the projected population increase can be divided by the <br /> <br /> <br />current population per residential acre to determine the acreage <br /> <br /> <br />requirement for new residential development. <br /> <br />7) Allocate Land Use Amon2 Classifications. Land use allocation <br /> <br />requires determining a set of requirements or attractiveness factors for <br /> <br /> <br />each land use and matching these factors with the attributes of available <br /> <br /> <br />land in the affected area, in and outside the floodplain. The desired <br /> <br /> <br />attributes for each land use should be based on economic location theory, <br />observation of past development trends in the area, and interviews with <br /> <br />local developers and other business leaders. Once this initial research <br /> <br />is completed, there are several models to allocate land use requirements <br /> <br />among classifications. <br /> <br />VI-7 <br />
