<br />transportation facilities, public utilities, vehicles, communications and <br /> <br />other outside property, The following sections will describe procedures <br /> <br />for making damage inventories for each type of property, <br /> <br />Procedure. The information collected in the floodplain inventory <br /> <br /> <br />should be tabulated for easy coding and processing by a computer flood <br /> <br /> <br />damage analysis program such as those listed in Appendix C, All forms <br /> <br /> <br />should be checked for accuracy" completeness, and legibility, Major steps <br /> <br /> <br />in the inventory process include: <br /> <br />1) Reconnaissance is made to determine the representative property <br /> <br /> <br />types or categories of properties in the floodplain; <br /> <br /> <br />2) Basic data from such sources as topographic maps or surveys, <br /> <br /> <br />aerial photography, floodplain information reports, and flood <br /> <br />insurance maps are consulted and summarized for referencing <br /> <br />properties to flood stages; <br /> <br />3) An inventory or count of all properties is made in suitable <br /> <br />observations and data recorded to facilitate application of <br /> <br />sample data for the derivation of the stage-damage relation by <br /> <br />the reach and zone; <br /> <br />4) Representative properties for adequate coverage of all property <br /> <br />types in each flood reach and zone are selected, inspected, and <br /> <br />appraised for real value and for damage potential; <br /> <br />5) Office analysis includes review of the field appraisals and <br />inventories to obtain the stage-damage relations, <br /> <br />V-22 <br />
