, J.

Developing Your Plan:
An Overview to the Process of
Flood Mitigation Planning

This overview outlines the benefits of a flood
mitigation program and provides background
and a summary of the planning process,
providing a road map to the remainder of this
document.

IIWhy should my
community develop a
flood hazard mitigation
plan?11

There are several good reasons for a commu-
nity to develop a flood mitigation plan. The
primary purpose is to help a community-
whether it is a city, village or county-locate il'
areas of risk, assess the magnitude of the risk,
and develop strategies and priorities for
reducing the risk.

This can solve problems with incompatible
uses in flood hazard areas and reduce commu-
nity and the taxpayer expenditures for flood
damages, flood relief and rescue. This guide-
book will show you simplified methodologies
to plan for reducing flood risks as well as
specifics on different flood mitigation ap-
proaches (e.g., acquisition/relocation and
floodproofing).

Preparing Now: Increases Eligibility,
and Saves Time later

It makes sense to mitigate or reduce risks
before a disaster. By developing a flood
mitigation plan now, your community is
eligible for mitigation project funds. One such
program is the Flood Mitigation Assistance
program administered by FEMA which can be
used to fund different types of flood mitigation
projects. Examples of these projects include:

.I providing funds to property owners
interested in having their buildings.

FOCUS: FLASH FLOODING

Baraboo hit ham.';

Boy, 12,
swept to
h:~ d.
