<br />Please Read This First! <br /> <br />IIWhat is the purpose <br />of this guidebook?11 <br /> <br />The goal of this guidebook, written by staFf of <br />the Department of Natural Resources. is to: <br /> <br />(I) Assist local officials, planners, zoning <br />administrators and consultants in develop- <br />ing local flood mitigation plans. <br /> <br />(2) Provide a comprehensive process to <br />develop and implement a successful <br />community-wide, ongoing flood mitigation <br />planning program. <br /> <br />(3) Serve as a reference source to the commu- <br />nity for technical and financial assistance <br />for planning and implementing flood <br />mitigation projects. <br /> <br />This guidebook complements current post- <br />disaster assistance programs as well as new <br />federal pre-disaster mitigation programs. This <br />guidebook also augments post-disaster assis- <br />tance from sources such as: <br /> <br />./ Federal Emergency Management Agency's <br />Hazard Mitigation Grant Program. <br /> <br />,/ Community Development Block Grants <br />(HUD), <br /> <br />,/ Community Services Block Grants <br /> <br />(for a description of the agencies involved with <br />these programs. see Appendix A). <br /> <br /> <br />The guidebook complements the Flood <br />Mitigation Assistance (FMA) Program of the <br />Reigle Community Dc:velopmcnt and Regula. <br />tory Improvement Act, signed into law on <br />Septembl:r 23. 1994. Commonly known as the <br />National Flood Insurance Reform Act, it <br />provides funds on an annual basis to both plan <br />and implement flood mitigation projects during <br />non-disaster periods through a transfer of funds <br />from the National Plood Mitigation Fund. <br /> <br />This guidebook is not a "cookbook." It <br />focuses on the process of developing local <br />flood mitigation plans. Since each community <br />is ~J :lique in its geographic location, size and <br />land use and planning needs. an inflexible fill- <br />in-thc.blanks plan would not work. <br /> <br />Use this guidebook as a framework. It <br />outlines a process which most communities can <br />adapt to their needs.
