<br />" <br /> <br />As part of the relocation law, the community <br />must also prepare and submit a relocation plan <br />to DlLHR. <br /> <br />For more information on relocation assis- <br />tance and the relocation law contact: Chuck <br />Rabideaux, Relocation Specialist, Department <br />of Industry, Labor and Human Relations (will <br />be renamed the Department of Commerce in <br />1996) at (608) 266-8897. <br /> <br />AppraisalsfI'itle Search. For properties <br />which are being acquired and relocated, the <br />property must be appraised to make an offer. As <br />part of the program, funds are provided to <br />conduct the appraisal for the property owner. If <br />the property owner disagrees with the appraisal, <br />another is allowed under state law and paid for <br />under some programs. Usually, a review. <br />appraiser is hired by the funding agency to <br />enSure that proper appraisal procedures were <br />followed and that the appraisal (value) itself is <br />reasonable or fair. Also, a title search is <br />required as part of an acquisition/relocation <br />project and is usually paid for under most <br />funding programs. <br /> <br />Benefit/Cost Analysis. Both f1oodproofing <br />projects and acquisition/relocation projects <br />require a benefit/cost analysis to ensure that the <br />amount of money being spent is justifiable in <br />reducing flood losses. The benefit/cost analysis <br />is sent as part of the application to the funding <br />agency and is typically paid for as part of the <br />entire funding package. <br /> <br />Demolition Costs. When structures are <br />acquired, they must also be demolished and <br />disposed of properly. Funds are typically <br />provided to demolish and dispose of the <br />structures as part of the funding package and to <br /> <br />ensure that the structure is disposed of properly <br />(e.g., hazardous waste such as lead paint and <br />asbestos). <br /> <br />For information on the above three pro- <br />grams, please contact: Roxanne Gray, State <br />Hazard Mitigation Officer, Division of Emer- <br />gency Government at (608) 242-3211. <br /> <br />For information on disposing of hazardous <br />waste from demolished structures, contact the <br />DNR Solid and Hazardous Waste Specialist at <br />each DNR district office. <br /> <br />FloodproofinglElevation Regulatory <br />Requirements. When a building is <br />f1oodproofed or elevated, it must meet state <br />requirements as provided in DNR administra- <br />tive rules, NR I 16. Generally speaking, all <br />elevationlfloodproofing must be elevated <br />correctly andJor "dry-f1oodproofed" so that the <br />structure is absolutely watertight. not allowing <br />any water into the building.
