Brief Annual Report
Helps Chart Progress

We also suggest writing a brief progress report
annually to present to the governing body. This
could include recommendations to achieve
goals and objectives of the plan, or explain the
need to change them in light of new issues and
circumstances.

The oversight committee, planner, or
coordinator can prepare the report. The
Community Rating System progress report
format is a simple outline to follow.

Figure 6
.,Co.nmuni.. . ..ltatin't;'~~t;~;
uss'em'~(C'ls).i.I9Gii'~{
.tF:rmCd' . .. ........ ,;~;~~!:~{;j
,,0: ~"~~'~'_~,_ /",' ';;:;:::0;;;'~:~~~i::.'

.I A review of the goals and objectives of
original plan.

.I A review of any floods that occurred
during the year.

.I A review of each element or objective
of the original plan, induding what was
accomplished the previous year.

.I A discussion of why any objectives
were not reached or why
implementation is behind schedule.

.I Recommendation for new projects or
revised objectives.

Note that floodplain mitigation should be
linked to the community's administration and
enforcement of its floodplain management
program. The mitigation program, if fully
integrated, can actually complement
administration and enforcement efforts, as the
following examples show.

Linking the Mitigation
Plan to the Local
Floodplain Ordinance
Administration of local ordinance:

Changes in the quality of maps or new informa-
tion may result in amendments to the
community's floodplain map involving the
inclusion or exclusion of structures in special
flood hazard areas.

Enforcement:

The mitigation plan may force changes in the
community's enforcement activity due to new
violations or enforcement priorities. Mitigation
assistance can complement enforcement by
voluntarily removing a problematic. noncon-
forming structure from a flood hazard area by
using mitigation funds.

78 COMMUNITY FLOOD MITIGATION PLANNING GUIDEBOOK
