I'What ,"ood is a plan if
it iust SitS on the shelf
and collects dust?"

Your plan won't work unless you can imple-
ment it effectively. This section suggests ways
to do just that-to translate your goals and
objectives into action. The first two suggestions
are key to organizing and implementing your
plan. Suggestions three through six are also
important. but represent methods to help you
fulfill the components of one and two.

Suggestion No. 1 Identify
actions which address your
community's issues, goals and
alternatives (see Table 4)

Using the fonnat from Table 4, identify actions
which address specific issues and fulfill your
goals and alternatives. For ex.ample, say your
community has a number of downtown busi-
nesses along the river which suffer damages
from repeated flooding-this is your issue.

Your goals to address this issue are:

.I Promote downtown revitalization.

./ Create self-sustaining businesses which
will withstand future flooding without
damage.

The alternatives which you have identified
include:

./ Create a historic district to preserve the
downtown area and maintain economic
viability and.

./ Use outside funding to floodproof the
businesses to withstand future flood
damages.

Finally, you will identify the actions to
execute these goals and alternatives which are:

./ Seek national historic (NHS) designation
for the buildings

./ Seek federal funds assistance to floodproof
the businesses

./ Promote downtown
revitalization.

Create self-sustaining
busi 55e5 which will
nd future flooding
out damage.
