If a <br />community's long-range plan for a floodfringe <br />area is an historic district, floodproofing may <br />be a bener alternative than acquisition/reloca- <br />tion. <br /> <br />But if the community's plan for that area is <br />open space or park land, acquisition is the best <br />long-term solution. The short-term costs are <br />high, but if the open space plan makes the <br />community more attractive and consequently <br />attracts more business, it's worth it. <br /> <br />Use a matrix <br /> <br />One of the difficult issues facing communities <br />is how to consistently evaluate the alternatives <br />for individual structures. A useful tool for <br />evaluation is a matrix. See the Mitigation <br />Matrix, located in Appendix F, as an example. <br />This tool will help you identify which mitiga- <br />tion method is appropriate based on specific <br />site conditions. Using a matrix or <br />other uniform, scientific method of selecting <br />alternatives also helps to depoliticize the <br />process (e.g., how limited money for flood <br />mitigation is allocated among the various <br />property owners). <br /> <br />Coordinating with other agencies <br /> <br />You should coordinate your alternative analysis <br />with the funding sources, which may have <br />limitations or stipulations anached to them. <br />This could limit the scope and goals of your <br />plan. <br /> <br />Coordinating with other agencies might <br />create opportunities for using multiple funding <br />sources agencies to fund a project.
