You need to <br />answer the following questions: <br /> <br />,/ What are the current uses and functional <br />values of the land (e.g.. commercial, <br />residential, industrial, critical facilities <br />such as day care centers, hospitals, nursing <br />homes, police or fire stations)? <br /> <br />,/ What steps must be taken to rezone it to <br />the desired use? <br /> <br />,/ Are there problems with nonconforming <br />uses and structures? <br /> <br />,/ Is land use in the area homogeneous or <br />mixed? <br /> <br />,/ What is the density of development in the <br />floodplain area? <br /> <br />,/ Is there enough adequately zoned land in <br />the community for industrial and commer- <br />cial relocations? <br /> <br />,/ How will this affect the local tax base? <br /> <br />By collecting past flooding data and <br />comparing the community's zoning map with <br />flood problem areas, options for elevating, <br /> <br />, <br /> <br />tloodproofing and relocating structures become <br />clearer. Don't forget: Engage the public in this <br />process since any large-scale relocation will be <br />controversial. The community's zoning admin- <br />istrator and building inspector can also provide <br />valuable assistance. <br /> <br />4 Economic Data <br /> <br />Since hazard mitigation can be costly, your <br />planning group will need to realistically assess <br />the economic return a community will derive <br />from its investment. Will a revitalized or <br />relocated flood area return enough of the <br />in,vestment to make it practical?
